Reduce red tape and streamline process required to set up new plants and facilities in new markets. Direct company focus on a chosen business group instead of spreading resources thinly over all 3M's business groups. In addition, instead of waiting for things to happen, actively promote the sharing of ideas and pushing out of prototypes.
 
 
Protect innovation and intellectual property
Many innovative companies find it difficult and are unwilling to penetrate new markets because of a lack of protection for intellectual property. 3M can work alongside local laws and rules and regulations to improve its prospects and the company image. 
 
 
Enhance relationships between 3M and universities and research labs
3M can build on information and research from the universities and research labs while allowing these research partners to commercialise their projects. Tie-up with institutions and other think-tanks to organize innovation fairs and competitions.
